HIPS have been postponed until August 1st

The Government have just announced the following regarding HIPS.

They have been postponed until the 1st August (this may be extended further). They will only in the first place be legally enforceable on 4 bedroom plus properties. Smaller properties will be phased in as more affiliated inspectors come on line. People can market their property once they have commissioned a pack and not have to wait until one is prepared. Energy Performance Certificates can be up to 12 months old (not three) when the property is put up for sale.
